Power(s): Silk-esque Web-creation, Increased physical capabilities
Reasons for Approval: I think Ken is going to be a pretty fun character to roleplay out. His powers will mostly be hit and miss until he gets better at controlling the. So yeah, it'll be fun kinda building him up and making him fail at life for a while until he gets better icly.
What use is this approval to the character’s story? If approved, it would allow Ken to use his powers to build around and help further my own plots, as well as others if the situation arises.
What will you do to not abuse this approval? A major defect to his powers would be his web creation in specific. While the silk webbing is extremely strong, it is also extremely vulnerable to fire. It also doesn't do well with water either, as heavy amounts of water could weaken it severely. Other than that his biggest weakness would have to be his level of skill. He's barely mediocre at best and has not learned how to control his powers on the dime. His web creation is getting better, although extreme feats of his physical capabilities appear to only occur in dire situations. Other than that, Ken normally floats around the level of an above-average human.
Mutant Level: Beta
Reasons for Approval: I think Ken would be an interesting character to have on this type of level with the powers that he has. Having pretty good powers, but terrible skill in controlling them, would make for an interesting dymanic in my opinion. It'll also make things interesting if actual antagonist get into the picture and he's not mary-sue beating everything around him instantly. I like the challenge, and I think the challenge of building him up would be great.
What use is this approval to the character’s story? This approval would allow me to really have my character build himself up from the ground up into hopefully a strong, future protagonist. But in the mean time, him being mediocre and just trying to live a normal, non-mutant life sounds like a good idea too. Maybe it's a bit of a trope, but I really dig the idea of a secretly powerful underdog rising to the top in a long and hard struggle.

Well, the biggest thing for this section is the fact that he's inexperienced and not combat-effective with his powers at all. To be quite frank, his powers aren't consistent enough to really allow him to abuse them, even in the slightest.
